Rules for leaving Ukraine: what you need to know, documents required and who may be refused

During martial law, Ukraine has special rules for traveling abroad. However, the risk of a humanitarian crisis has passed, so only certain categories of Ukrainians are allowed to travel without a passport. Here are the documents required to cross the border and other important details

Since the beginning of russia's full-scale invasion of Ukraine, the country has been under martial law, which provides for special rules for civilians to travel abroad. We remind you what documents you need to leave and who may not be allowed to leave in the article below.

On average, tens of thousands of people leave Ukraine every day. According to the State Border Guard Service, border guards refuse to let about 150 people cross the border every day. These are mostly men of military age (18-60 years old).

Reference. During martial law, men between the ages of 18 and 60 can be mobilized and are not allowed to travel outside Ukraine. However, there are exceptions under which such persons may leave the territory of Ukraine. Read here how and who can cross the state border in 2023.

What documents do women and children need to travel abroad?


To travel abroad, women and children need to have passport documents with them, while children can travel with birth certificates.

You can also leave Ukraine with an "internal passport," but there must be certain circumstances. At the same time, border guards can let Ukrainians out with an "internal passport" if people are fleeing the war.

Exception: you may not be allowed to leave with an "internal passport" if you have traveled abroad, returned to Ukraine and then try to leave again with this document.

According to State Border Guard Service of Ukraine spokesperson Andriy Demchenko, it is necessary for citizens to obtain foreign passports whenever possible, as this document is required when staying abroad.

Where can you get a passport during the war, how long do you have to wait for it, and what should you do if your documents are lost? 


If you live in the territory controlled by Ukraine and where there are no hostilities, the procedure for issuing passports, both domestic and for traveling abroad, remains unchanged.

If you are an internally displaced person, you can apply to any other unit of the State Migration Service at the place of your actual residence, the Administrative Services Center or a unit of the State Enterprise "Document".

If you have previously applied for an internal or foreign passport, but did not wait for it to be issued due to the war, you can get a passport at other regional offices of the State Migration Service.

Ready-made documents will be sent for issuance from one territorial unit of the SMS to another within Ukraine and abroad.

Traveling abroad with pets


Traveling abroad with your pet will be easy if you prepare the necessary documents in advance and provide your furry friend with comfortable conditions.

To travel to Europe, your pet must have a number of vaccinations and supporting documents:

1. Preparation should start with chipping (identification of the pet with a microchip).
2. Rabies vaccination - vaccination should be carried out only in a veterinary clinic.
3. Rabies titer test - a laboratory test that allows you to determine the degree of antibodies against rabies, that is, to find out if your pet is protected after vaccination.
4. European passport issued by state veterinary institutions. The document is filled out in English and Ukrainian and is valid for the rest of the animal's life.

What checkpoints are there on the border of Ukraine?


First, it should be noted that currently, border crossing is possible only through land checkpoints on the western border of our country - with Poland, Slovakia, Hungary, Romania and Moldova.

Checkpoints on the border with Poland


• Yahodyn - pedestrians are not allowed; passenger cars are temporarily not allowed.
• Ustyluh is a car checkpoint only.
• Uhryniv is a car crossing point, and it is also possible to cross the border on foot in one direction for evacuation purposes.
• Rava-Ruska is a car crossing point, it is also possible to cross the border on foot in one direction for the purpose of evacuation.
• Hrushev - a car checkpoint, it is also possible to cross the border on foot in one direction for the purpose of evacuation.
• Krakovets is a checkpoint for cars only.
• Shehyni is a car crossing point, it is also possible to cross the border on foot in both directions.
• Smilnytsia is a car border crossing point, and it is also possible to cross the border on foot in one direction for the purpose of evacuation.

Checkpoints on the border with Slovakia


There are currently both automobile and pedestrian checkpoints between Slovakia and Ukraine. The Uzhhorod checkpoint is usually the busiest. All but one of the checkpoints are open around the clock. 

• Maly Berezny is a car checkpoint, and it is also possible to cross the border on foot in both directions.
• Uzhhorod is a car crossing point, and it is also possible to cross the border on foot in one direction for evacuation purposes.
• Mali Selmentsi is a pedestrian crossing point, crossing in both directions is possible. Please note that the checkpoint is open from 9 to 21 hours.

Checkpoints on the border with Hungary


• Dzvinkove - a car and pedestrian checkpoint, crossing is possible in both directions. Please note that the checkpoint is open from 9 to 19 hours. 
• Kosyno is a checkpoint for cars and pedestrians only, crossing is possible in both directions. Please note that the checkpoint is open from 8 to 20 hours.  
• Luzhanka is a car and pedestrian crossing point, crossing is possible in both directions, open around the clock. 
• Vylok is a car and pedestrian border crossing point, crossing is possible in both directions, it is open around the clock. 

Checkpoints on the border with Romania


• Dyakove is a car checkpoint.
• Solotvyno is a car (except for large buses) and pedestrian crossing point, crossing is possible in both directions
• Krasnoyilsk - a car and pedestrian crossing point, crossing is possible in both directions.
• Porubne - a car and pedestrian crossing point, crossing is possible on foot in both directions.

Checkpoints on the border with Moldova


There are currently four round-the-clock border crossing points between Moldova and Ukraine with the possibility of crossing the border both by vehicle and on foot in both directions: Mamalyga, Kelmentsi, Sokyryany, and Rososhany. The latter is usually the busiest.
