Admission to Ukrainian higher education institutions is open to foreign citizens. We will tell you what documents are required to obtain higher education in Ukraine, which foreigners are eligible to study, and other important details
Foreign citizens who come to Ukraine have the opportunity to study at Ukrainian educational institutions. We will tell you what is required for this and what are the conditions for foreigners to obtain knowledge - further in the article.

How can foreign citizens apply for admission to a Ukrainian university?
Applicants wishing to pursue higher education can apply in electronic or paper form.
Paper applications are accepted only if the applicants are foreigners or stateless persons, except for those who have a permanent residence permit in Ukraine. This is due to the impossibility of registering a personal electronic account for such applicants.
Which foreigners are eligible to study in Ukraine?
Ukrainian citizens can study at higher education institutions, including on a state-funded basis:
• Foreigners and stateless persons permanently residing in Ukraine;
• Ukrainians abroad who permanently reside in Ukraine;
• Persons who have been recognized as refugees;
• Persons in need of complementary protection.
Citizens of the russia and Belarus who do not have a permanent (temporary) residence permit in Ukraine must obtain a permit from the Ministry of Education.
How to pass the competitive selection for admission to a university?
Universities conduct a competitive selection process for admission of foreigners to study, which depends on the results of entrance exams in certain subjects and the language of study.
In addition, a higher education institution may admit foreigners on the basis of academic rights to continue their studies. To exercise these rights, an applicant must submit the following documents to the admission committee:
1. A document confirming the level of education received in the country of origin.
2. Documents with information about academic achievements.
The score of the entrance exam for foreigners is the only component of the competitive score for this category of applicants.
Foreigners are enrolled in the appropriate level of higher education on the basis of a document on the previous level of education based on the results of entrance exams in certain subjects and language of study, as well as on the basis of academic rights to continue their studies.

What documents are required for admission to a Ukrainian university?
To enter a higher education institution, foreign nationals must submit an application to the relevant structural unit or admission committee.
In addition, a foreigner must attach the following documents to the application:
- an original and a copy of a document confirming the previously obtained educational (educational qualification) level;
- the original and a copy of the appendix to the document on the previously obtained educational (educational qualification) level;
- academic transcript issued by a foreign or Ukrainian educational institution in case of transfer or resumption of studies;
- a copy of a foreigner's passport or a document confirming a stateless person;
- 4 photographs 30x40 mm in size;
- a copy of the certificate of a foreign Ukrainian (if any).
Please note! International students applying for academic mobility programs must submit the documents required by the admission rules of the higher education institution.
The documents specified in paragraphs 1-4 must be translated into Ukrainian with a notarized translation.
The documents specified in paragraphs 1-3 must be certified in the country of issue and legalized by the relevant foreign institution of Ukraine.
Important! The requirements of the higher education institution for the admission of foreigners to the bachelor's degree, the deadlines for accepting applications and documents are published in the Admission Rules of the educational institution on the official website of the chosen university.
Is it possible to apply for admission to a Ukrainian university remotely?
The procedure for admission of foreign students to study can be carried out both in person and remotely.
The possibility of submitting documents in the distance learning format is open to foreigners who have received an invitation to study registered in the Electronic Journal Automated System, as well as have received a visa to enter Ukraine for the purpose of studying or have already completed the procedure for legalizing their educational documents.
Legalization of educational documents can be carried out in the following ways:
• at the Ministry of Foreign Affairs (MFA) of the country that issued the document on education.
• in the consular department of a diplomatic mission of Ukraine abroad (consular legalization or apostille).
