Which men are eligible to travel abroad in 2024 and what documents are required?

The rules for crossing the border for men have not changed, but border checkpoints have begun to require additional confirmation from those who have the right to travel. Find out which categories of men can freely leave Ukraine and what documents they need to have

General mobilization and martial law continue in Ukraine. However, despite the general ban on travel for men aged 18 to 60, 11 categories of people can travel abroad. And according to Andriy Demchenko, spokesman for the State Border Guard Service, these categories remain unchanged.


In general, to leave Ukraine, you must have the following documents

– a passport of a citizen of Ukraine

– a foreign passport;

Green Card insurance policy (if traveling by car);

– birth certificate (for children).


However, other documents are required for men, depending on the category.


Please note! In addition to the specified package of documents, each category of persons entitled to leave Ukraine must have a certificate from the TAC (this may be an extract from the TAC protocol on the decision to defer) and military registration documents with a record of deferment

Men deregistered for health reasons


In order to leave Ukraine, men of this category, in addition to the standard package of documents, a certificate from the TAC and a military registration document, must have a disability certificate or a decision of the medical commission on their unfitness for military service. At the same time, men with limited fitness for service cannot leave Ukraine during martial law.


Temporarily unfit men


In order to cross the border, you must additionally have a disability certificate or a conclusion of the military medical commission (MMC) confirming the status of temporary unfit for military service for up to 6 months.


Men with disabilities of groups I, II, III


In order to leave Ukraine, a man with a disability group must provide: a certificate of form No. 157-1/о, a certificate confirming the status of a disabled person, as well as a pension certificate or a document confirming the appointment of social assistance. In this case, the disability document must be obtained in Ukraine. If the disability group was assigned abroad, the man will not be able to leave Ukraine. 


Men accompanying a person with a disability of group I or II or a sick relative


To cross the border, such men need to have a relevant doctor's report or a document approved by a medical advisory commission. In this case, they can cross the border only if accompanied by a sick person/person with a disability. If a man tries to cross the border alone, even if he has all the necessary documents, he will be denied entry. These rules also apply to those who leave Ukraine to care for sick parents, spouses or children.

Men with many children with three or more minor children


In order to leave Ukraine, in addition to the standard list of documents, a father with many children must provide birth certificates of all children, marriage/divorce certificates, as well as a decision of the guardianship authority or a certificate of the father of a large family.

In addition, to cross the border, a man with three or more children under the age of 18 must fully support the minors, and most importantly, provide documentary evidence of this fact.


Men raising children on their own


To leave Ukraine, a single father who has sole custody of a child under the age of 18 must additionally provide: the child's birth certificate, as well as the mother's death certificate, or a court decision to deprive the mother of parental rights, or a document declaring the mother missing or declaring the mother dead.


Men with permanent residence abroad


In order to cross the border, a man's passport must have a corresponding stamp.


Men (military) traveling for treatment, rehabilitation or training


To travel for treatment or rehabilitation, servicemen must provide border guards with a referral for treatment abroad and a letter from the Ministry of Health stating that a foreign healthcare institution accepts them for treatment. If a serviceman is traveling for military exercises, the military unit that sends him abroad informs him about the package of documents required for this purpose.


Male drivers 


To travel abroad, the company employing the driver must have a license for international transportation of goods. And information about such an organization must be entered into the Ukrtransbezpeka information system.


Male volunteers


For men engaged in volunteer activities, the "Shlyakh" program is provided for traveling abroad. They can also submit documents for the transportation of goods for the Armed Forces of Ukraine, medical supplies or humanitarian aid.


Male railroad workers and sailors


To cross the border, a man must work on international flights and provide the following documents along with the standard package of documents: an employment contract, a letter from the ship owner or operator stating his intention to enter into a contract.


Male athletes and coaches


To leave Ukraine for training camps or official competitions, you need to obtain permission, for example, a decision of the Ministry of Sports to include you in the competition, etc.


Men working in the field of culture 


To leave Ukraine for charity concerts and fundraisers, or to represent Ukraine in the international arena, a man must obtain permission, have an official request to leave, and an invitation from the event organizer.
