How will the electronic conscript's office and the Army+ application work: the Ministry of Defense disclosed details

The government is actively working to improve the new draft law on mobilization. According to MP Yaroslav Zheleznyak, 4195 amendments have been submitted by MPs. They are currently being considered, and the bill is scheduled to be voted on in the second reading in the first week of March.
As you know, the new draft law also provides for the introduction of an electronic cabinet for persons liable for military service, electronic summonses and other digital tools. In an interview with Forbes Ukraine, Deputy Defense Minister Kateryna Chornohorenko said that the e-cabinet for persons liable for military service, conscripts and military personnel will be launched two months after President Volodymyr Zelenskyy signs the law on mobilization passed by the Rada.
How will the Oberig system work?
According to Kateryna Chornohorenko, experts are already preparing the functionality for the introduction of a "defender certificate" and a document on employee reservations. At the same time, the registers of conscripts and reservists, i.e. the Oberig system, are already fully operational, with almost 100% of the data having been verified
"We say that almost 100% of the data in the system has been verified. Why almost? Because everything that could be obtained during verification from other registers has been obtained. The only thing is that there is data that may not be up-to-date," she said in an interview with Ekonomichna Pravda.
According to her, the user of the "certificate of defense counsel" will be only the person for whom the data was requested from Oberig. That is, a person will be able to find out whether he or she is registered with the TCC and the JV, has a reservation or a deferral.
When will electronic summonses be available?
As it became known from the interview, experts have not yet begun to develop the relevant functionality. And it will start only after the law is voted in the second reading and signed by the President of Ukraine.
"We have to move within the framework of the legal framework. (...) Obviously, as soon as the decision is made at the level of the law, we will be able to proceed to its execution," Kateryna Chornogorenko emphasized in a comment to EP.

What features will be available first in Army+?
In an interview with the publication, Kateryna Chornohorenko said that the priority of the Ministry of Defense team is human-centeredness, and therefore the shortlist of the first options was formed based on a survey among the military and the public. Thus, the first functionality around which all other services will be born will be military ID - an electronic military ID card.
The next important part of the app's functionality will be an electronic report, a knowledge base, and a feedback form. The former will allow submitting a document in a few clicks and tracking feedback, the latter will allow receiving useful information, and the latter will allow sending standard and individual requests.
Will the app be available to military personnel who are not in the Armed Forces?
According to Chornohorenko, the primary target audience is the Armed Forces of Ukraine, but gradual integration is envisaged. Therefore, the Ministry of Defense hopes that later all security and defense forces will be able to receive electronic military IDs.
