Starting February 27, 2024, U.S. Immigration and Naturalization Services is accepting and processing applications for Ukrainians and their immediate family members to renew their humanitarian parole to the United States in accordance with Section 212(d)(5)(A) of the Immigration and Nationality Act. 


Who can get re-parole to the United States?


Citizens of Ukraine and their immediate family members may apply for a humanitarian parole by submitting Form I-131, Application for Travel Document, together with supporting documents and the appropriate application fee or request for a waiver.  Form I-131 may be submitted online or in hard copy by mail. 


To be eligible for re-parole under this process, a person must demonstrate the following 

    • the person is a citizen of Ukraine or immediate family member who received a humanitarian parole to the United States after February 11, 2022;

    • that there are compelling humanitarian reasons or significant public benefits for a new humanitarian parole period, as well as any additional factors;

    • that the individual is physically present in the United States;

    • that the person has fulfilled the initial conditions for parole recovery;

    • that the individual has passed a background and biometric check.

How do I get a work permit in the United States after re-parole?


If you have been reissued a humanitarian parole, you can apply for an Employment Authorization Document (EAD). At the same time, the relevant services in the United States encourage you to obtain such a permit as soon as your application for a re-parole is approved. 


To obtain the document, you need to send Form I-765 "Application for Employment Authorization" to the USCIS. You can submit Form I-765 online or in paper form. Visit Ukraine lawyers recommend applying through the USCIS online service. 


Important! Do not submit Form I-765 until you have received a notice of approval for re-parole. If a person files Form I-765 before being granted a parole by the appropriate authorities, the INS may refuse to accept Form I-765 and will not refund any fees paid.


When filing Form I-765 to obtain an employment authorization, a person must pay the filing fee or a completed Form I-912 (which is a request for a fee waiver). In this case, the exemption from the fee is possible only if the person submits documents in paper form by mail.


Individuals who have received a reissued humanitarian parole and whose last entry date was before September 30, 2023, will be able to use a new, unexpired Form I-94 with a UHP classification and a last entry date of September 30, 2023 or earlier.
