Ukrainians who came to Cyprus and did not receive temporary protection status there can drive vehicles using a valid international driving license or national driving license. But provided that these licenses are valid for the class of vehicle they want to drive.

Driving licenses issued in Ukraine must be exchanged for Cypriot driving licenses six months after the entry of Ukrainian citizens into Cyprus.
Exchange of Ukrainian driving licenses for Cypriot ones
If a driver has a valid driving license obtained in his/her home country, he/she can simply exchange it for an equivalent Cypriot license. To do this, you need to contact the Citizens Service Center or one of the regional offices of the Ministry of Transport.
There, you will need to provide the following set of documents:
• A completed TOM 7 application form.
• Two passport photos of 45x35 size.
• Original and copy of the residence permit in Cyprus.
• Proof that the applicant has lived on the island for at least six months (e.g. utility bill or rental contract).
• Passport/ID (use of ID is acceptable if the applicant is an EU citizen) - original and copy.
• Driving license and two photocopies of all pages of the license (if the applicant is not an EU citizen or a holder of a European driving license, both national and international driving license must be provided).

If the driver's license is written in a language other than Greek or English, it must be translated by the Press and Information Office (PIO) or the Embassy of the country that issued the license. When exchanging for a Cyprus driving license, the foreign driving license will need to be surrendered.
If all the documents are provided, drivers under 65 years of age will pay a fee of 40 euros, those over 65 will not be charged.
