Having your own car in a foreign country makes life much easier. Many Ukrainians arrived in Germany by car. Find out in more detail what documents are required to use a car with Ukrainian registration in the country and other rules
Many refugees from Ukraine came abroad by car. Maybe someone is thinking about buying their own vehicle in the host country. It doesn't matter which category you belong to, but it is very important to know the key information for drivers in Germany. We will talk about the rules and necessary documents further.
Is it necessary to exchange a Ukrainian driver's license in Germany?
According to the decision of the EU Council, adopted in the summer of 2022, Ukrainian rights are recognized in all EU countries. You can use both physical and digital ID.
If you have lost your document, you need to contact the driving license department at your place of residence in Germany. The institution will make a request to the Ukrainian registry to establish the fact of the existence of valid rights and, based on the answer, will be able to restore your rights.
Please note that the department needs to provide the Ukrainian ID number. We recommend making a copy of the document in advance so that it can be easily restored in case of loss.
Is it necessary to register Ukrainian cars in Germany?
In Germany, as in other EU countries, there is a requirement to register cars that have been in the country for more than 6 months. However, Ukrainians may not do this - it is allowed to use a car with Ukrainian registration for up to one year. The countdown starts from the first day of entry into the country.
After a year of stay, the vehicle must be registered - in this way, you will receive permission to stay in Germany for a car with foreign license plates.
How much does it cost to register a car in Germany?
The cost depends on the federal state and can range from 31 to 100 euros.
Importantly! Driving an unregistered vehicle is an administrative offense that entails the imposition of fines. We recommend that you follow the period of stay in the country and register the car in time.
Who and where should register a car in Germany?
The car can be registered both by its owner and by another person with a power of attorney. However, we recommend that you consult local authorities before signing a power of attorney for another person.
Cars are registered by the state registration authority of Germany – Zulassungsbehörde. To carry out the procedure, prepare the following documents:
- a relevant application (a sample will be provided to you upon application to the authority);
- an identity document;
- confirmation of car insurance (car insurance);
- evaluation of the vehicle by an expert organization (not a mandatory requirement).
You will be informed about the complete package of documents when applying to the state registration authority.
After registration, the driver will receive a registration certificate, a German license plate and a license plate sticker from the federal state.
Taxes for registered cars
For each registered vehicle, you need to pay an annual tax, the amount of which depends on the volume of the engine, year of production and environmental friendliness. On average, this amount is from 200 to 500 euros.
Insurance of Ukrainian cars in Germany
It is illegal to drive an uninsured car in Germany. Anyone who gets behind the wheel of a car without a valid policy commits a criminal offense and is liable for damages caused to third parties.
There are two types of driver's license for refugees: the "Green Card" and the border insurance policy:
• "Green card" can be purchased in a few clicks on the link, even while in Germany. You will receive an insurance policy that will be a guarantee of compensation for damages in the event of a traffic accident;
• a border insurance policy is sold when crossing the border with an EU country.
Remember that the insurance policy must be kept with you at all times and shown to the police representative every time you are asked.
Please note that for cars registered in Germany, you need to buy another insurance policy, the cost of which depends on your driving experience.
