The changes, which come into effect on October 1, 2023, bring significant changes for Ukrainian citizens. From military registration for women with medical and pharmaceutical specialties to new traffic rules and revised gas distribution requirements for household consumers, these changes are being hailed as steps towards improving the quality of life and safety of citizens. 


We will tell you more about the planned changes and their impact on everyday life.


Military registration of women in Ukraine


Starting in October 2023, the Government decided to introduce mandatory military registration for women with professional training in certain fields.


The list of such specialties includes nurses and midwives, hygienists, ophthalmologists, as well as medical assistants and other specialists working in the field of healthcare and pharmacy.


Such registration does not mean that women are automatically mobilized. Instead, information about this category of specialists is needed to determine their available reserve in the state. 


For those who are studying, a temporary certificate is issued, which is a document for military registration at the place of residence. 


At the same time, those who are already engaged in medical or pharmaceutical practice, as well as unemployed women, must register for military service at the Territorial Personnel Centers.


To register for military service, women need to contact the TCC at their place of residence and submit the necessary documents.


When a woman applies to a military registration and enlistment office for military registration, a personal file is opened for her. The case is then submitted to a medical commission, which decides on her fitness for military service. 


Women liable for military service must undergo the same medical examinations as men, including gynecological examinations. 


The subway in Kyiv will run faster


Starting Monday, October 2, new intervals will be introduced between trains in the Kyiv Metro to improve passenger comfort.


According to these changes, when the passenger volume reaches its peak, the average time interval between trains will be 2:30-3:00 minutes. 


During the off-peak period, when the passenger volume is lower, this interval will be 5:00-5:30 minutes. 


On weekends, the intervals will remain unchanged at intervals of about 6-7 minutes.


In addition, it is important to note that in the event of an air raid alert, subway trains will continue to run only on underground sections of the subway. All 46 underground stations will continue to operate in the shelter mode around the clock, ensuring the safety of passengers during emergencies.


The Kyiv City State Administration said that the changes in the train schedule will provide more comfortable travel, as the average daily number of passengers in September is more than 800,000 on weekdays and 500,000 on weekends.

Day of Defenders of Ukraine postponed


In 2023, the date of the Defender of Ukraine Day celebration was changed from October 14 to October 1 by President Volodymyr Zelenskiy's decree. This is due to changes in the religious calendar. 


The history of the Defender of Ukraine Day began in 2014, when the then President of Ukraine Petro Poroshenko issued a decree establishing the holiday. 


It was celebrated on October 14, as this day is celebrated as the Intercession of the Blessed Virgin Mary, a holiday that was especially revered by Zaporizhzhia Cossacks.


Defender of Ukraine Day is a holiday with an extra day off. Since this year it falls on a Sunday, it was originally planned to move it to Monday. 


However, during the introduction of martial law, the additional day off was canceled. Therefore, Monday, October 2, will be a regular working day.


Winter edition of traffic rules


On October 1, the winter edition of the Traffic Rules comes into force in Ukraine, which provides for important changes and innovations for drivers on the country's roads. 


One of the most important innovations is the mandatory use of dipped headlights on country roads. Drivers must now be especially careful and responsible when using the lighting equipment of their cars, as high fines are imposed for not turning on the low beam headlights on country roads.


In addition, from October 1 to May 1, a ban on driving at speeds above 50 km/h on some city roads will be introduced.


In Kyiv, these are the following road sections:


- Naberezhne highway;

- Prydniprovske highway;

- Saperno-Slobidska street;

- Stolychne highway;

- M. Bazhana Avenue from the Southern Bridge Crossing to Kharkivska Square;

- Voskresenskyi ave;

- R. Shukhevych ave;

- S. Bandera ave;

- Naberezhno-Rybalska street;

- P-69 highway.


As for fines, failure to turn on daytime running lights or dipped headlights outside of settlements during the specified period will result in fines ranging from UAH 425 to 510.


Fines for speeding depend on the actual speed of the vehicle and whether an accident occurred: 


- For exceeding the speed limit by more than 20 km/h: UAH 340;

- Speeding by 50 km/h: UAH 1700;

- Speeding that led to an accident: UAH 3,400 (with possible deprivation of rights).


Changes in the calculation of gas fees


The National Energy and Utilities Regulatory Commission (NEURC) will change the methodology for determining the minimum annual order capacity for household consumers who have had their gas supply fully or partially interrupted. 


The NEURC has announced that from now on, only functioning gas appliances of unsealed household consumers will be taken into account when determining the minimum annual order quantity. 


The National Commission made the relevant decisions at an open meeting on September 12, 2023. 


The NEURC added that "these changes will help reduce the financial burden on household consumers with the lowest gas consumption in the previous year."
