There will be no more conscription: Ministry of Defense announces transition to military recruitment

Ukraine has introduced significant changes to the personnel policy of the Armed Forces. One of the key initiatives is to replace the traditional conscription procedure with a new recruitment system. This and other reforms are aimed at optimizing the efficiency of military recruitment, in particular through the transition to contract military service and intensive training of citizens of military age. The Ministry of Defense of Ukraine has announced significant changes in the personnel policy of the Armed Forces. Conscription is now being replaced by a recruitment system. This was reported by the official Telegram channel of the Ministry of Defense of Ukraine.
The Minister of Defense, Rustem Umerov, has already signed an order approving the Concept for the Development of Personnel Policy in the Armed Forces until 2028. This document provides for the improvement of personnel policy in the army over five years, regardless of the presence of military conflicts or a peaceful period.
The new military personnel policy aims to address key issues, including:
- Providing the Armed Forces of Ukraine with adequate human resources during full-scale wars and conflicts, in particular through the transition to contract military service and the introduction of intensive military training for citizens of military age;
- Ukraine's integration into the Euro-Atlantic security space, which involves developing cooperation with the European Union and NATO, as well as supporting the standards and practices of these organizations;
- Ensuring the interoperability of the Armed Forces of Ukraine with the armed forces of NATO member states, which involves adapting and improving the structure, tactics, strategy and training of the Ukrainian army to ensure effective cooperation in international operations and international responsibilities.

The main aspects of the Ministry of Defense's plan include:
• Transition of the Armed Forces of Ukraine to contract military service, termination of conscript service and introduction of intensive military training for citizens of conscription age.
• Introduction of a recruitment system for the Armed Forces of Ukraine.
• Ensuring equal opportunities for men and women in the army, taking into account the level of education of soldiers and supporting their professional development.
• Improving the electronic system of military personnel records.
• Automation and digital transformation of personnel management processes.
• Expanding cooperation between Ukrainian higher education institutions and educational institutions of NATO and the EU.
• Implementation of a transparent system of payment and housing for military personnel.
• Improving psychological support and relationships between commanders and subordinates.
• Creating appropriate conditions for the transition of the military to civilian life.
It is emphasized that the implementation of the concept will be monitored and evaluated by the Committee on Personnel Management at the Ministry of Defense of Ukraine.
As you know, general mobilization is currently underway in Ukraine, which is carried out in accordance with mobilization plans. Reservists and former ATO and JFO participants are called up first, and the number of troops is increased by persons liable for military service.
