Changes to the law on mobilisation: what restrictions are to be introduced for those who evade mobilisation

Ukrainian MPs have been making amendments to the new draft law on mobilisation that came from the government for several weeks now. In particular, parliament is discussing new restrictive measures for those who evade mobilisation. The Verkhovna Rada continues to consider four thousand amendments to the second reading of the draft law on mobilisation. The most controversial is the provision on restrictions on rights, which provides for a number of prohibitions for those who evade mobilisation.
Restrictions for evaders
In an interview with RBС-Ukraine, member of the Committee on National Security, Defence and Intelligence Fedir Venislavskyi said that lawmakers decided not to support blocking of accounts and monetary assets for those who evade mobilisation.
According to him, this decision is preliminary. "But conceptually, the committee did not support it, so it is unlikely that the provision on the seizure of accounts will be included in the final version of the law", he said.
At the same time, the Committee supported the provision prohibiting a man from driving a vehicle if he "does not update his military registration data, does not register, ignores summonses, etc".

The deputy also suggested that the existing fines for evading mobilisation might be increased.
As you know, currently, citizens who evade military registration can be fined UAH 3,400-5,100. The new law may increase it to UAH 8,500-17,000.
As for the violation of legislation on defence, military duty and military service, mobilisation training and mobilisation, in the future, the fine may be between UAH 25,500 and 34,000. For officials, the fine is higher. It ranges from UAH 34,000 to 85,000.
What is the current penalty for tax evaders?
According to the law, there are several penalties that can be imposed on a person who evades the army: administrative liability (a fine, as described above) and criminal liability. The latter may be applied in the following circumstances:
- evasion from military service and conscription;
- evasion of conscription during mobilisation in a special period and upon conscription of reservists;
- evasion from military registration or training (special) exercises.
