Traffic rules for pedestrians in Poland: what can Ukrainians be fined for?

On October 1, the road campaign "Be an example" started in Poland, which will last until the end of the year. During this period, law enforcement officers will be especially vigilant in observing the traffic rules by pedestrians. What violations can be fined and for what amount?
Reflective elements
It is during this period that due to adverse weather conditions and short daylight hours, pedestrians become invisible. The police recommend having reflective elements on your clothing.
A pedestrian who crosses the road without a reflective element in the dark outside a populated area will pay a fine of PLN 100.
Fines for talking on the phone
Talking on the phone while crossing the road is prohibited. If a person violates the rule, he will pay PLN 300 fine.
The biggest fine awaits those who cross the track after lowering the barrier. Violators will be fined PLN 2,000. The same amount will be imposed on persons who enter the track or road if the light is red.
Fines for drivers
The financial penalty for offending drivers depends on the amount of the minimum wage. The Polish authorities plan to double the minimum wage next year. Therefore, fines will also increase.
The fine for not having mandatory civil liability insurance is one of the largest. The amount can reach PLN 72 000.
The duration of the insurance break also affects the amount of the fine. If the driver hasn’t exceeded 14 days, the insurance guarantee fund can collect a penalty in the amount of twice the minimum wage. A break of 4 to 14 days will cost one minimum wage, and no insurance for less than 3 days will cost 40% of the minimum wage.
After the increase of the minimum wage, the fines will be the following:
• PLN 1,440 - a break of up to 3 days;
• PLN 3,600 – a break from 4 to 14 days;
• PLN 7,200 - a break of more than 14 days.
If the RSS-3 declaration (tax declaration of civil-law relations) isn’t submitted, the amount of the fine increases within 14 days from the moment of the car purchase.
The penalty for failure to fulfill this obligation is 10% of the minimum wage. Therefore, the lack of a declaration can cost from PLN 360 to 72 000 in 2023.
