Rules for athletes crossing the border during martial law: the government has made changes

The Cabinet of Ministers made changes to the rules for crossing the border by Ukrainians. In particular, Resolution 1082 of September 27, 2022, regulates the passage of athletes across the state border. According to the new rules, the State Border Service allows participants of foreign sports competitions to pass, provided that they comply with all the rules for crossing the border and have documents confirming the purpose of the trip.


The rules apply to:


    • members of Olympic, Paralympic and non-Olympic sports teams, coaches responsible for their preparation for sports events, judges and other attendants;

    • members of sports clubs of the highest divisions, coaches, judges and other persons accompanying them.


What documents are required?


Athletes, coaches and other members of national teams must show at the border the decision of the Ministry of Youth and Sports to include them in the national team.


Participants of game sports clubs must confirm the purpose of departure with a letter from the minister or a person temporarily fulfilling his duties to the State Border Service about crossing the border by relevant persons to participate in a sports event. In order for such a letter to reach the border service, subjects in the field of physical education and sports must make a statement, in which they indicate all those who should participate in a foreign sports event and the period of its holding.


The duration of the event is indicated in the unified calendar plan of sports and health events of Ukraine for the year.


Time spent abroad


Athletes, coaches and referees of national teams must stay abroad for no more than one calendar month from the moment of entry, but for less than the duration of the competition.


If the calendar shows another event taking place in another country no later than ten working days after the end of the first one, the duration of the trip can be extended.


For athletes performing in game sports clubs and people who accompany them, the terms of stay outside the territory of Ukraine are similar, but for their extension, a letter from the Minister of Youth and Sports to the border service on the extension of the terms of the trip is required.


Attention! If the purpose of departure is not confirmed, the border guards should not allow athletes to cross the Ukrainian border.
