In this regard, it is important to know information that will make life easier for drivers in Estonia. We talk about the current rules and necessary documents for cars with Ukrainian registration.
Is it necessary to register a car with Ukrainian license plates in Estonia?
Cars with Ukrainian license plates that have been in the country for up to 12 months do not need to be registered. In order to legally drive a car, the driver must have an insurance policy - a "Green Card". You can issue a driver's license by following the link, even if you are already abroad.
In addition, the cars of Ukrainian refugees are not required to pass a technical inspection.
Who needs to register a car in Estonia?
Drivers whose cars have been in Estonia for more than a year must register the vehicle. Recently, the Ministry of Economy and Communications of Estonia adopted a draft law that simplifies the registration process for Ukrainians.
The main requirement for a vehicle is its safety. The relevant conclusion can be issued by the Department of Transport after a special inspection.
Pay attention! All cars with Estonian license plates must undergo a technical inspection.
A problem may arise during registration: non-compliance of a car manufactured for the Ukrainian market with EU requirements. To solve this situation, the Department of Transport can allow registration despite the lack of documents on compliance with the requirements of the European Union.

What duty must be paid when registering a car in the country?
The car owner must pay the state duty:
• 250 euros for approval of the type of individual vehicle;
• 192 euros for registration and registration plate.
Citizens of Ukraine can get a customs discount. To do this, you need to fill out a declaration within 12 months from the date of receiving temporary protection in Estonia.
Is it necessary to exchange a Ukrainian driver's license in Estonia?
Refugees can use their driver's license within a year after registering their residential address in the population register. At the same time, the certificate must contain the following information in Latin letters:
• Name and surname of the driver;
• category of mechanical vehicle, road train or machine train;
• a description indicating the maximum weight of the vehicle and the number of passengers (for a bus).
If at the time of issuance of the Ukrainian identity card, the person permanently resided in Estonia, the document is considered invalid. It must be exchanged for an Estonian license after passing the exams.
Please note that a lost ID cannot be exchanged for an Estonian ID.
Documents for the exchange of driver's licenses
After one year of stay in Estonia, you must exchange your driver's license. Be sure to prepare the following documents:
• Passport or other identity document;
• a medical certificate issued by a family doctor or a medical board. If information about the driver's state of health is entered in the traffic register and nothing has changed, it is allowed not to provide the certificate;
• a photo taken no more than 5 years ago;
• sample signature;
• the driver's license that will be replaced and its translation (if required).

Insurance of Ukrainian cars in Estonia
Estonia obliges all drivers to insure cars. Accordingly, Ukrainians must purchase a "Green Card" before entering the country. You can buy a policy online using the link.
To issue a policy online, it is enough to provide the following data:
• Foreign passport or driver's license;
• vehicle technical passport;
• TIN code.
