Lithuania continues to help and support refugees. In particular, the country has simplified the rules for using one's own car for Ukrainians. The countries of the European Union, and Lithuania in particular, have significantly simplified the rules for using their own car for refugees from Ukraine. However, there are questions that interest our drivers, for example, whether it is necessary to register a vehicle, exchange a driver's license, car insurance, etc. We are talking about the current rules for Ukrainian drivers in Lithuania.
Is it possible to use a Ukrainian driver's license on the territory of Lithuania?
According to EU regulations, refugees can use a Ukrainian driver's license.
If the driver has lost his document, it is allowed to contact the state institution Regitra, which will issue a temporary license. This document will be valid during the period of temporary protection.
To get a temporary driver's license, prepare a temporary residence permit in Lithuania and pass a medical examination.
Another condition is confirmation from the competent authority of Ukraine regarding the previously issued driver's license (the request is made by Regitra itself). Register before visiting the facility to avoid queues.
How to change a Ukrainian driver's license to a Lithuanian one?
In order to replace Ukrainian rights, you need to pass exams, undergo a medical examination and provide a Ukrainian license with a translation into Lithuanian. The driving license exchange process is handled by Regitra, so contact this agency.
Pay attention! Exams are not free.

Do Ukrainians need to register their own car in Lithuania?
Temporary protection granted to refugees from Ukraine is the basis for using a car without Lithuanian registration. That is, you can drive a car with Ukrainian license plates as long as you have temporary protection. Car registration is also carried out by the state institution Regitra.
If you decide to get Lithuanian license plates, you need to prepare a package of documents in advance:
• Passport;
• a permit for temporary residence in Lithuania. You also need to declare your place of residence;
• car registration certificate. Please note that the car will not be registered without this document;
• the result of the technical examination.
After checking the documents, you will be given a unique owner declaration code (SDK) with which you will register the car in your own name.
In addition, the car owner needs to do the following:
• Pass a technical inspection of the car;
• insure the vehicle;
• take care of the examination, which will confirm the compliance of the car with EU standards. At the same time, for cars that have been used for more than 3 years in a country that is not a member of the EU, such an examination is not mandatory.
We would like to add that all citizens must pay for the registration services provided (about 35 euros), as well as pay a fee if the car produces more CO2 emissions than established by law.
Where to insure a car in Lithuania?
Lithuanian law prohibits driving an uninsured vehicle. Violation of the law entails administrative responsibility.

Can Ukrainians buy a car in Lithuania?
Refugees from Ukraine can purchase transport in Lithuania and use it both on the territory of the country and take it to Ukraine.
Before buying a used car, we recommend checking the owner's declaration code (SDK) - do it by following the link.
After signing the sales contract, carry out a technical inspection of the car, insure it and contact the Regitra branch. You will be informed which documents need to be submitted and which fee needs to be paid.
After completing all the steps, you will receive new license plates and a registration certificate.
