There are cases when Ukrainians need to issue a passport to travel abroad while staying outside the country. You do not need to return to Ukraine to receive it, it is enough to contact the Embassy or Consulate of Ukraine in the country where you live with the necessary package of documents. When should I apply?
Cases when it is necessary to apply for a foreign passport:
◦ first receipt;
◦ change of surname or first name;
◦ expiration of the passport;
◦ lack of free pages in the passport;
◦ damage to the passport or its unfitness for further use;
◦ detecting an error in the information entered in the passport.
List of documents
Foreign passports can be issued by prior appointment on the
website of the Ministry of Foreign Affairs of Ukraine.
List of documents for an adult (persons over 18 years old):
1. Passport of a citizen of Ukraine and its copy (the first page of the passport + all pages with marks) or another document confirming Ukrainian citizenship and its copy (for example, a certificate of registration of a person as a citizen of Ukraine).
2. A document confirming temporary or permanent residence in the country where the application is submitted (if available).
3. Documents and copies that confirm the circumstances in connection with which the passport is subject to exchange (for example, in case of a change of surname).
4. Receipt for payment of consular and administrative fees. In some structures, you can pay for the services of issuing a foreign passport at the time of registration, so find out additional information.
5. Application-questionnaire (formed by the consul during the reception).
6. The photo of the applicant is taken in the premises of the Embassy and digitally entered into the system.
List of documents for the child:
1. Passport of a citizen of Ukraine for persons over 14 years of age or a birth certificate or a document confirming the fact of birth issued by the competent authorities of a foreign state - in the case of issuing a passport for traveling abroad to a person who has not reached the age of 14 + a copy.
2. A document confirming temporary or permanent residence in the country where the application is submitted (if available).
3. Receipt for payment of consular and administrative fees. In some structures, you can pay for the services of issuing a foreign passport at the time of registration, so find out additional information.
4. Application-questionnaire of one of the parents or other legal representatives - is formed by the consul during the reception. If the parents are not married - on the basis of the application-questionnaire of the parent with whom the child lives, which is confirmed by relevant documents.
Another parent submits:
- application-consent for the production of a foreign passport for the child;
- a passport of a citizen of Ukraine or a foreign passport and its copy.
In the absence of the second parent, such a statement is submitted with notarization. The application can be certified by a notary in Ukraine or by a notary in the country where the application is submitted.
An application from the second parent is not required if he is a foreigner or a person without citizenship (it is necessary to provide supporting documents and their copies), or in case of providing the original and a copy of one of the following documents:
◦ death certificates of the second parent;
◦ court decision on deprivation of parental rights of the second parent;
◦ the court's decision to recognize the second parent as missing;
◦ the court's decision to recognize the second parent as incapacitated;
◦ in case the parents are not married, - a document confirming the registration of the child's place of residence together with the parent who submits the application-questionnaire;
◦ an extract from the State Register of acts of civil status of citizens on birth with information about the father in accordance with the first part of Article 135 of the Family Code of Ukraine.
5. The applicant's photo is taken in the premises of the Embassy, or for children under 12 years old, it is possible to submit one color photo card measuring 10-15 centimeters. The photo card must meet the
requirements of the International Civil Aviation Organization.
6. If the mother or father changed their surname after the birth of the child, documents confirming this fact (certificate of marriage, divorce, change of surname, etc.) are additionally submitted (in original and a copy).
For children up to 16 years old, a passport is issued for 4 years.
Please note that documents issued by foreign authorities must have an "APOSTILLE" stamp and a Ukrainian translation.
The term of production and receipt
The passport production period ranges from 3 to 20 working days, depending on the administrative fee paid by the applicant. In the conditions of martial law, the delivery time of the produced passport is from 6 to 9 days and may be delayed up to 3 weeks.
A foreign document produced and delivered to the Embassy or Consulate is stored in the institution for up to 1 year, after which the document that has not been received will be destroyed.
A national or foreign passport issued on the territory of Ukraine can be issued only in person and only by the authority to which the documents were submitted (such documents are not issued through the Embassy).
